YOU COULD CREATE A STROBO EFFECT TO BLINK. Much more easier and we can create a template of it.
OR you could use framehold for each keyframe, 0% / 100% for opacity, at the animation of the vertical stick (the black video).

You would make more cuts wherever you want it to blink and repeat the process, adding more keyframes within each blink if you'd like :)
