She is just a joke character that fans latched onto because people found the idea that this single girl, who can control hordes of squirrels, can just casually battle and defeat Marvel's most dangerous villains... and win... by just throwing squirrels at them. It's nonsensical and silly, but funny. Also, if I remember correctly, it might be that she was the inspiration for characters like Saitama.

She leaned pretty heavy on the fourth wall, kinda like a G-rated Deadpool.

Also, the Juggernaut is currently an X-Man and he's not a mutant, in fact him and Magik are both on the team although it's Scott's team and not Xavier's. But different timenlines/dimensions/universe/whatever.
616 Doreen got retconed to becoming a non-mutant a few years back. She's part of a list of characters that got their mutant status retconed before Disney bought Fox.
