Also, if you are using Marechaussee artifact set on him which can provide upto 36% crit rate, then he will hardly need any crit rate, so the crit rate sub stat of this weapon will be a little use to him. Now, the 42% increase in charged attack is really a good stat for him, so this weapon is usuable on Neuvillette especially if you are not using his best artifacts. Otherwise, it’s not worth pulling.

Yes, you can. However, it will be a little tricky to activate the passive. I would say though, that Furina could make this work if the leaks about her kit is true.
It can be used on him because of high base attack, crit rate sub-stat, and Attack % from passive, but the rest of the stats will not work woth him, so it’s not worth pulling specifically for Heizou.
The high base attack, crit rate sub-stat, and increase in attack from passive are all good for him. But, the normal and charged attack passive won’t work with him. Unless, you’re going to pull for Furina, and the leaks about her kit is true. So, it’s usuable on Wanderer but not worth pulling unless you will keep Furina in his team.

If you have Furina, you can use this weapon on Wanderer, Klee, DPS Mona, DPS Nahida, Yanfei, Ningguang and DPS Barbara.
