Dave, keep up the good work. You present timely updates not only of interest to expats living in /planning to immigrate to to live in such a great country, but to a Portuguese audience as well. I can tell by the positive comments from Portuguese listeners that they appreciate an 'outsiders' viewpoints when it's not hostile or negative.

The political system in Portugal is semi-presidential where the parlement have the legislative and executive power and the president have the power of veto, with some limitations, and the control of military. One of the president's powers is to dissolve parliament just because, which already happened with Jorge Sampaio, Costa dont resign just because of this in the last months yhere have been several poorly explained cases involving ministers and secretary of state and Costa know if he dont resign Marcelo will dissolve parliament and force him out, so it's a classic case of don't fire me, I resign.
The dissolution of parliament has already been announced but it is not yet official, meaning the government continues with full powers, the dissolution will only happen after approval of the state budget so the end of tax break for non-habitual residents may still be approved.
You are right when you say that the big housing problem in Portugal starts with the big real estate funds that buy entire neighborhoods and the government does nothing to combat this, but the tax break and Visas for digital nomads also contribute to this, especially in the center of large cities.

If a Portuguese get +16k a year have to pay 26% IRS more that any non-resident, but most of the system's beneficiaries have much higher salaries +50k a year they shold pay 46% but only pay 25% is 10k difference.

The government was dissolved but only after the budget been approved, so all the changes announced will happen, that way the government will be in management role until March, giving the opportunity to have a more realistic budget than manage with 1/12 per month of the previous budget. When the new government will take function, than can rectify the budget, but so far is the one that was announced by Antonio Costa

The NHR has been at the root not only of corruption but also of spiking housing prices which pushed the Portuguese citizens to the outskirts of Lisbon, far away from their workplaces, and the old people who lived all their lives in the age-old downtown Buroughs, now pricy vintage locations, being kicked out of their rented homes. This not being enough, not only the Golden Visa benefits to foreigners as well as other tax reliefs or exemptions as well as access to free healthcare are most unfair and undemocratic. Foreigners are very welcome to live in Portugal and enjoy the country so long as they pay taxes in an equal footing to those paid by the Portuguese citizens. As I usually argue, if foreigners have the money to buy expensive properties in Portugal, this is reason enough for them to pay not less taxes but, preferably, more. It is not fair that wealthy people enjoy all the national infrastructures paid for by the poorer Portuguese citizens.

Tis a mess. I feel sorry for everyone. Every government is corrupt. And the corruption has gone wild in recent years. Ultimately the taxes in Portugal are way too high for the people born here and those hoping to relocate. People save and plan for years to retire here. NHR was an important incentive. Retirees speed millions in Portuguese businesses and are not a burden on the state. Let's hope it all gets resolved fairly.

According to all of my sources, including the law firm that is representing me on my Golden Visa and 2 other Portuguese immigration lawyers who are acquaintances, there is a budget vote scheduled on November 29th. If passed as proposed, the NHR would be revised in a way that it would no longer benefit most expats. If you are (or could be) NHR eligible, you need to be paying attention and preparing to act quickly. Don't be encouraged by this video to delay. Watch for any news on the November 29th vote.

The Socialist have the majority, the state budget will be approved. The new government can alter this budget, but, at the moment none of the 2 major parties will have majority. So there will be a need for coalition. At this moment the Socialist candidate that has the more approval favors coalition with the left BE. The Social Democratic, says there will be no coalition with the right Chega, so have little hope to have a stable government. The NHS is under financial pressure. There are strikes for better payment etc. Having free medical for all, and cheap medication will have to end. If you have made no contribution to the system you should not be eligible to the same benefits. All should pay taxes. As a Portuguese tax payer I will be paying close attention to the candidate that shows plans to end this free ride, will get my vote. Even if it means voting left.

It's sad to see the state of my country, one of the lowest income countries in europe while being one the the countries that have more taxes in europe, it's impossible for 99% of people under 30yo to move out alone, you always need a partner and even then it's hard, you can never live off one salary, I'm on the top 30% in term of salaries, basically above average in portugal, I can't afford any kind of rent alone.... what we need is not some "safe hands" or an insignificant increase to minimum wage, what we need is change, we also dropped from second place on the most secure countries in the word to 7th place because of "illegal" immigration, and illegal in quotes because it's not illegal, my country just lets anyone in, " oh are you a registered offender on your country, committed multiple crimes and are running away? no problem we welcome you, also here's a house for you and your family, you also don't have to pay taxes for 2 years, and we will give anyone that hires you some compensation". like... what the heck

This can actually be a messed up thing ***IF**** the guy mentioned in the investigation was Antonio Costa e Silva , one of the ministers, and not Antonio Costa, the prime minister like it has come in the news. That said , the current government ,PS is a center left party and probably if there is a change , PSD - a center right party - gets to government. If we take out the times of Passos Coelho, that went berserk on austery , PS and PSD are not that different in all honesty in most aspects- the socialists tend to be more generous in social policies and the Center right now rigorous in terms of budget .
In this particular situation whoever comes is kind of advised to keep the country in the same course, as the new goverment will end up being compared with Costa's government results, that as you mentioned, manged to get a considerable economic growth that consistently exceed the EU average.
In regards to the NHS, whoever will be the new government will be subject to the same pressure Costa was both from the population but also from the EU,so I do not expect great changes.

Salaries have raised very little, taxes have raised quite a lot, debt has raised even more, investment is very low and decreasing even worse, construction is full of corruption and slow. Economy is deteriorating every year this government has been there. Your sources are either manipulating the numbers, very skillfully, as the government does, or more likely, are being paid off like the media in Portugal. Just some numbers for you: 10 years ago, 1k eur was a good salary, a house in city would cost 500. Now 1300eur salary, the average salary, and houses in city for less than 1k is impossible to find. We raised the salaries 10% maybe 20% and the price of everything by 50%-100%. You do the math.

I know PM Costa was popular. It's unfortunate. I don't know why immigrants feel they should not pay their fair share. They are mostly retirees, I'm sure they take advantage of the medical care there among other things
They should be taxed just like everyone else in the country. It's not fair. And this is coming from someone who wants to live there someday.

it's because of those tax benefits that the portuguese middle class is sinking; teachers, nurses, police officers etc cannot work in larger cities -like lisbon or porto- because they cannot afford housing... so yeah, as a portuguese i hope they end that bullshit plus the golden visas. Moreover, the PM is not a suspect of corruption, -he was not indicted and none of the evidence points to his involvement in any corruption scheme. His staff did and that made the political environment too toxic for him and his party. So do get your facts straight.
