You're kind of crazy putting Peni in D with no explanation and yet storm in C, Peni is a braindead defence win on tank at low rank, meanwhile storm is practically a wet noodle besides her ult. Similarly with Scarlet, you logic is inconsistent, putting Hela in A because "you need to be good" while she is arguably the best DPS in the game, and although I agree scarlet isn’t actually good at all if you know what you are doing, the amount of times I witnessed in these low ranks people playing dps and doing nothing then switching to scarlet and actually providing good value especially against small hitbox and high mobility heroes like mantis/rocket, or spiderman/starlord. Half the heroes you are talking as if the audience is higher skill than people in these low ranks and then the other half is as if they are not good and at that low skill level influencing where you put heroes e.g. Bucky vs Psylock. Once again towards the end, you said cap is good because he can run people down, this is of the perspective of someone who is higher skill playing in low rank, not someone who is a low rank because they're low skill, the number of captain america's who just think they're a flanking dps and feed repeatedly is high at these ranks. Seems like for quite a few of the lesser played heroes you're taking a very narrow perspective of what their capabilities or potential is based off a small sample of your own experiences with them.
My point of view is based if bronze and silver so yes it will be narrow hence the warning at the start if the video. Penny is good sometimes but 80% she is useless penny isnt more impactful without a supportive team more than the tanks I picked for S tier. It sounds like your a penny main🤣🤣

raw aim mechanics, ult economy, positioning based on character, controlling space, there is a lot they share in common just to name a few
im just saying, i would never hope to reach gm in ow yet it was rly easy in rivals
