I think that the ICJ should be able to put a group combined of the Red Cross and all the UN agencies already tasked with providing aid to Gaza instead of telling Israel to do it.

The ruling of the court was quite palatable for Israel. 1) The ruling doesn't even mention a cease-fire. 2) The ruling is about preventing genocide which implies that there is none so far. 3) The court didn't find any plausible evidence that the IDF has committed genocide.
