Or, it could be Joey/J-Fred because he was mostly joking around during the kidnapping. And it sounded like he was further away from the group than Matt and Bryan.
1) There was no secret envelope for J-Fred in the office.
2) Bryan found TWO playing cards next to the magnifying glass on the stool.

I literally figured it out immediately: they were supposed to split up, find the notes at separate times. That way nobody would know Joey didn't have one, so he wouldn't have been immediately eliminated. Bryan was supposed to save and protect Sam from Joey, who would be figured out once Bryan and Matt clashed, Bryan wanted to save Sam, Matt was to eliminate her captor. JOEY WAS GUILTY

I'd say Sam set this up to eliminate them, instead of killing them all, she'd make them kill each other so she can 1v1 the last.

First of, it's not Joey. If it was joey he'd at least put a letter for himself to not make himself suspicious, other than that he started in the worse place (the middle), plus he wasn't even trying the whole video.
Then there's Matthias, when he read his letter he shot Joey, when the letter clearly points out to Bryan (the same person wrote the letter to Bryan telling him to go to the control room) meaning that if he was the kidnapper he'd play along and watch out for Bryan and shoot him, but that doesn't remove him from suspicion.
And it's definitively NOT Bryan, even though he could have not placed a letter to Joey to make him suspicious, and gave himself the information to Sam's hiding spot so he's the least suspicious BUT the letter to Matthias was pointing at Bryan. It wouldn't make sense if it was him.
And then there's Sam, the one that should be the least suspicious, but she's not. She was the closest to the door at the beginning, made Joey suspicious by not putting him a letter, and put a letter that points out to Bryan so Matthias kills Joey and Bryan so she could betray Matthias at the end and win. Here's more evidence, she left without making any noise, If she was kidnapped she's at least struggle and make some noise. When Bryan got to her she was like "are you here to save me?" trying to convince him she doesn't know who the kidnapper is. Then when Matthias tried to kill Bryan, she said "you kidnapped me" jumping fast into conclusions. Hmm, maybe too suspicious. At the end she finished off Matthias while trying to make herself look scared. After killing Matthias, she looked happy as if her plan worked out.
BUT it also could be Matthias, the letter to Bryan was edited with red writing, like lipstick meaning that Matt's first plan was to kill Joey then make Bryan go to the warehouse so he could surprise him. Note that he let Bryan go downstairs at first, even though his letter told him to watch out.
Sam could have been allied to Matt (make Joey and Bryan suspicious from the letters' phase) but Sam turned out on him, edited Bryan's letter and killed Matt when he was not trying to shoot her.

Bryan did NOT kidnap sam, and i have a reason. Exactly at 5:07 The note reads,
Sam is in the control room. You must get there WITH OUT the others knowing AND you must protect her at all cost! GO IMMEDIATELY!
So everyone was supposed to go at different times instead of going at the same time, so Bryan can sneak his was to the control room. Also at 5:09 Matts paper reads
Someone is lying it would be wise to watch your back. SO, Matt killed Joey because at the end of the paper it says ELIMINATE SOMEONE. So he chose joey since he didn't get a paper. But then Bryan ran to go save sam, But Matt took it the wrong way and assumed that Bryan was running from Matt. SO I THINK ITS JOEY AND IMMA CUT IT OOFF HERE CUZ I TALK ALOT

I think that it isn't Matt, Bryan, or Joey. I think it's whoever left notes and they're trying to set them up to eliminate the other two people so that Sam doesn't trust anyone. It's also worth mentioning that Matt's note said someone is lying and when he went downstairs CJ lied about where Bryan and Sam were.

When you first think of it Joey did not talk when the lights went out until they said Sam was gone so Joey was supposed to be the person who kidnaps Sam and that’s why Joey didn’t have a letter but I think them three we’re supposed to split up AND see their letters at different times so it would be harder to figure out who was yeah kidnapper

It was obviously a trick because when the lights went off sam went "missing" all three of them were there and she turned them against each other until the last person tried to help but sam would shoot them and won because she was smarter than them all

As I see it, there are 2 possibilities for whodunit.
1. J-Fred was consistently leading the team astray, and not pointing out crucial evidence when he clearly saw. He was aggressive towards everyone, including the team and the bystanders. When the lights went out, and Sam disappeared, he was freaking out, and was the first to point out what happened. He also subtlety guided the team throughout the clues. He looked surprised, however, when Bryan and Matt reached the room at the same time, possibly suggesting that he intended them to find the notes separately, and turn Bryan and Matt against each other. There was also the fact that Joey didn't have a note.
2. Sam made everyone think she was missing so that she could turn everyone against each other, and kill them all in the end.

I believe that it was Matt because was saying to eliminate someone which was probably meaning to kill the person who runs after her. Bryans letter says that he is to protect Sam from her captor and Matt instantly shot someone after reading his probably meaning that he was trying to get through everyone so that he could kidnap her again.
maybe Joey kidnapped Sam and well... oh I know how Bryan found her first! his letter told him where she was. Matts letter said to eliminate SOMEONE not everyone, so I think Matt and Joey teamed up and BOTH kidnapped her and planed for Matt to kill Joey and have him take Sam hostage ( last part is a theory) case closed

It's either J-Fred or Matthias because Brian's note said to protect Sam. Matthias' note said eliminate someone not Joey if you look closely. And Joey didn't have a note in general meaning he's either guilty or innocent. Joey didn't know if he did it or not. Sam wasn't even told either so she couldn't have done it herself. The only one who knows is the person who wrote those notes.
