Jerome is probably my go too. Curious the units in the mastadons seems to vet freakishly fast. I wonder if units in a vehicle are considered idol and not moving, which is why they rank up easier.
Jerome also has a power to vet up target units to 1
Mastodon build with Jerome is so good. I call it the 'mechanized' build. It's even better if you have Jerome in one, boosting the other Mastodons.
