There is a glitch on certain versions of the game (All Xbox versions, and some GCN and PS2 versions) where getting the Blue Gem is the only requirement to unlock hyper spaceway. It is very much a glitch because this game is held together by paperclips and dreams lmao. Hope this helped!
What a coincidence, months ago, I found that glitch out too, while still having gem cups left to win and I went into the Hyper Spaceway warp pad for a relic race.
