It's mainly about the refugee crisis and our responsibility for the conflicts that lead to so many people searching for refuge ("rockets I used to own [...] land in the playground") . But I think it's also about conflicts within countries and Europe. Europe and other Western societies are more and more divided internally and among each other (see Brexit and the many anti-European tendencies within the EU today). This song calls for being a "good neighbor" to everyone, regardless of the conflicts you might have ("spirit-divided") instead of waiting for some mysterious savior that might resolve the conflict (which is an interesting contrast to the many calls to god in the song). So neighbor is just a metaphor here. It means your literal neighbors but also the people within your country and the people behind borders/walls in neighboring countries and basically every other human.
