Is there an option for companies that don't have AD, meaning they are Entra ID only?

Thank you for your question and reaching out. I can understand you are having query\issues related to RDS workgroup Licensing.
If you are using a workgroup server, you must use per-device CALs. For more information, see License your RDS deployment with client access licenses (CALs). "
Basically, the only requisite would be the CALs to use RDS.

@@indigosoftware9625 Thx. I spent some time yesterday and for my needs, I think Azure Virtual Desktop is more appropriate. I don't need to configure Entra Domain Services
