X _ x is interesting. It's the most harmless glitchmon in Yellow and sounds like Celebi. In fact, most glitchmons are harmless as long as you don't teach them Super Glitch or any glitch move. I wish I had the Japanese lettering so I can type out the proper names of these glitch pokemon on my tablet :)
Unfortunately, I have no idea how the value distribution works for over lv 100. Guess glitch Pokemon have different values but the lv 250 charizard was still strong with regular pokemon it's probably different again
It's because for one Pokemon level 101 and up deal very little damage with critical hits due to how critical hit modifications are done in this Gen, and 2 the maximum a stat can have, both modified and unmodified, is 999 and many top tier powerhouses such as snorlax and Mewtwo wouldn't be too far off from that. In Mewtwo's case he can reach close to 999 in just one Amnesia boost. Add in the fact only the player mons get stat experience and badge boost stat bonuses which stack with each stat change modifications and yeah no surprise this is feasible even if it's hard.

Does the game erroneously assume that level 101+ Pokémon are actually level 100, and the stat differences are due to an imaginary stat boost, which gen 1 crits were designed to ignore?

Either these Pokémon are weak as hell, or the power differential between a level 100 and 255 Pokémon is a lot smaller than you might think.
