The Global Occult Coalition, a United Nations offspring, and yet here everyone goes neutral killing when teaming with the FP, MTF, and SD is better. Besides we can just neutral kill them at the end of the round for target practice because we don't need them anymore.

I wouldn't say ethical but they have different priorities. The GOC focuses on destroying abnormalities which can end badly while the SCP Foundation focuses on containing abnormalities, which can end badly as well.
GOC - Destruction/Killing, Serpent Hand regards them as The Bookburners.
SCP Foundation - Containing, Serpent Hand regards them as the Jailers.
