Why does Malvern get the Cranbourne and pakenham lines to stop all the time but the other MATH stops don’t?

Only on weekends and off peak during the day, they stop at Malvern. This was due to a timetable alteration ealrier this year. Previously all Pakenham and Cranbourne Services ran express South Yarra to Caulfield
