Just some corrections for if anyone cares.
That memorial was to the federal soldiers (from Dagestan) not the Islamist fighters. So they fought on the Russian side.
While that mural on the building was dedicated to WW2, not the Chechen wars.
Kaspiisk has a big population of Russians and other non-Muslims (there's a naval base there and military industries too and people from across Russia work and live there with their families), hence the social norms are more liberal there.
There's no such language as Dagestani either. Ask people to speak Lezgin or Dargin or Avar maybe.
