I think there is a very story relevant reason why they want the player to devote some time to raising community levels and helping the people in Torna, but it does pad out the play time some. It's not as intimidating as it looks because some quests will involve more people than others which gives more progress on the chart.
I am critical of the Torna DLC and I did not enjoy all parts of it equally, but it still is Xenoblade and thus a pretty good time overall. A shame they based all of the progression behind that affinity board.
Not all the progression. Every Xenoblade does something similar to involve the player. Given that this map is smaller, it just makes sense. Also, in Xenoblade 2 people missed every side quest. They were too spread. This system keeps the player involved and focused.

Auresco is beautiful. Other than the capital of Uraya, it's my favorite city in all Xenoblade games.
