Well, that is quite a stupid question to ask on a beauty pageant and she actually answered it well under all the pressure and in 20 seconds... And it kind of makes sense that judges of a "beauty" contest would value style over substance in their evaluation. Honestly, I doubt they care really about the words as long she doesn't "offend" or give a "politically incorrect" answer (which is probably also part of the test). They want the most fluent, consistent, "graceful" answer that is not politically correct and doesn't offend anyone in under 20 seconds... With those demands, mostly likely you will get a pretty nonsensical answer.
That wasn't a dumb answer by Ms. America. It actually made sense. Most of us don't understand the pressure they're under to appear poised while answering hard questions in limited time. Even if they're geniuses they'll almost always seem like airheads.

I like the “let professionals decide” as an answer. Shows you’re not biased based on him. You could say “my opinion is that there was some kind of shadiness around the events of that whole situation, but honestly I believe it’s for professionals of the sport to decide.” You answer, poised , and recognize that you’re not the expert (presumably) in that field

I don’t like that Jimmy Kimmel seems to be always making fun of someone. These women train EXTREMELY hard for their position. I watched a video of Michelle Kare training like one of these girls for a pageant. She took us through what it was like to eat their diet and train in the gym. They’re extremely anxious about the dreaded questions because the way people like jimmy kimmel expose them when they have no clue what they’re talking about. I think it’s normal to not know everything. The people making fun of them wouldn’t do that great either. Imagine in front of all of those people, and then you are put on the spot and trying to make an impression? Too much pressure
I get what you're saying but he's a comedian, and comedy is one of the last places where people can truly exercise free speech without being criticized as much for it. I'm not saying this justifies it but it's a lot better than him coming out and bluntly saying something like"wow, these women are so uneducated...did they even pass fundamentals of the alphabet? Brian Cheng It definitely wasn't a great answer but considering it was such a difficult and vague question that she had 20 seconds to answer, kudos to her. I have no idea how somebody would be able to answer that question, let alone in 20 seconds.
And in her defense, 20 seconds is not a lot of time. That short of a time limit on a random topic isn't really fair for the contestants, but it sometimes seems that the show is purposely designed to humiliate them a little, for entertainment.
She did fairly well with answering under pressure, but the answer itself was a catastrophe. It's “innocent until proven guilty“ for a reason. Good that they didn't ask her if someone should have gotten a death sentence... just imagine...

Some of these questions are really difficult to answer for an average person, especially if it is timed like in the Miss America pageant. This is actually more like an advanced TOEFL speaking test.

And in her defense, 20 seconds is not a lot of time. That short of a time limit on a random topic isn't really fair for the contestants, but it sometimes seems that the show is purposely designed to humiliate them a little, for entertainment.
