Most of the SNK VA's are Osaka based actors. Nobuyuki Hiyama it's one of the few ones that it's Tokyo-based, so i supposed it could be a bit expensive to make him travel to Tokyo just to record a few dialogues.
Mai says that Joe had to hurry off to a tournament, thus she'll handle his presentation. I bet that it was something like some problem with the VA, but that's just me.
Ars Manga, Andy Bogard is my favorite character in SNK fighting games. I just wish Capcom or SNK do another crossover. I have some KoF '95, '94, '96, and XIII replays.

In fact, there are a few KOFs besides XII which featured brand new voice clips recorded from scratch: '96, '99 and 2003. Even XI had some characters (like Ryo) receiving all-new clips.

That must explain why most of the old VAs didn't come back for KOF XIV.
