    It didn't. That's the problem. in summary: bipartisan politics and growing extremism thanks to radicals being voted to be Tribunes of the Plebes (a position developed as a compromise with revolting Plebians and which had universal veto power on legislation) lead to a situation where much needed land reform could not be accomplished without breaking the rules. Julius Caesar broke several laws during his time ass Consul and remained immune from prosecution until his time as governor of Gaul was up. Various shenanigans lead to his term as governor being extended to the point where it'd cover the next time he could be elected Consul and extend his immunity. The opposing side also broke laws and traditions to keep the land reform from happening and to bring Caesar to trial. And when the opposition won in getting Caesar's governship ended early, Caesar felt he had no choice but to cross the Rubicon and march on Rome itself.
