The problem is that people use their creativity but for bad purposes (like gacha heat, believe it or not there's actually very good pictures of gacha heat, even though I don't like them I can't deny they have talent, still it's just wasted talent) and not for creating good stuff

I don't think so, you can create your own items if you're good at drawing and if you have a software for drawing like Photoshop or ibis paint, what you can't do is export those items to the original gacha club
