I would like to ask a question here, as just in the beginning you showed a chart showing governance hierarchy all over India ,there at the top you used ( parliament) down the union Government, , ISN'T PARLIAMENT JUST A LEGISLATIVE PART OF UNION GOVERNMENT? Please guide me if I m wrong.
Nice observation, but to keep it simple Parliament is the national legislature which consists of union executives. And since this heirarchy majorly deals with the administrative setup of the India as a whole, so just writing Parliament would suffice us Union executive + legislative houses. Hence Parliament is best suitable word in place of Central Govt or say just a Union. Hope I may have cleared your doubt
