Shinji may have the potentially strongest Eva of the trio, but outside of awakenings, the 02 IS the production type, and speciallized in combat. And Rei does have the less developed Eva. So having the ace with the, in paper, strongest robot on the front (like, by example, Koji and Mazinger), followed by the one who can analyze the situation and cover the attacker (Sayaka and Venus) and a back up to help *when* (not if) things go south (Boss and BBorot) is a sound strategy. I would have given examples with the getter team, but they work differently.
You are dead wrong on that lol. Each pilots of Getter team can function independently and make their own finisher. They are literally the most powerful trio in term of teamwork.

Of course, as a person he *is* flawed, but not many can argue with his skills as a commander.
