The Tetsuya 'betrayal' would hit much harder if that was the moment he revealed the Mazin Emperor G. Think about it: having Great transform into the Emperor would justify the massive power increase and make Shin Getter's arrival much more satisfying, besides giving a better build up to the moment he returns and the players gets to control the Emperor.
