1 - you can apply before as well (that's suggested)
2 - all the scholarships have different conditions, you will have to check them
3 - for Indians Job search visa (APS) is for 2 years.
Once you finish and get certified Master degree, you can apply for APS.

Scholarships are available for almost all the streams, you will have to find it on Campus France website and you can also ask the University or Business School where you wish to study. As the universities and schools also have scholarships as well.
