No mention to power usage? The XTX draws between 30-150w more power to run the same games. It can depend on several things, but even in games where the performance is identical, the 4080 draws 100w LESS than the XTX. The money you may be saving on the GPU may not be worth the electricity bill, but that really depends how long you keep it for.

For gamers, NVIDIA graphics cards are ideal due to their superior ray tracing, which significantly enhances the gaming experience, especially in immersive worlds. While competitive gamers might prioritise FPS, the visual quality offered by NVIDIA is unmatched. 8% isnt worth another 3-400 dollars, and FSR3 is actually a good competitor for DLSS so really the values only going up. I got a 7900xt in my build i did a year ago and up until Alan Wake 2 i havent had any troubles get 60+ fps with Raytracing and either no fsr or far on quality, Alan wake is just a beast to run with ray tracing, and it does make a diference with all the other settings maxed out and even just the minimum raytracing on.

7900xtx or the upcoming 4080 super
A ryzen 7800x3d, or if you're doing stuff other than gaming such as RUclips or something, the 7950x3d, and if the 7950 is out of budget, then the 7900x3d
(keep in mind the 7900 here is considered worst of both worlds, as for gaming it won't be as good as the 7800x3d, and it's not quite as good as the 7950x3d for its intended purpose)
As for Intel options, while I have NOT even looked at them, I believe the 14900K and the 13700K are whats being used from the latest, but please take this Intel part with a massive grain of salt.
