I see a few problems FSB doesnt operate on foreign soil. FSB is like FBI you would never see FBI agents on foreign soil (you do in japan, but thats because some treaties and shit). You would more likely see SVR or GRU (SVR being civilian oriented, and GRU military oriented) they are CIA equivalents

Never was into NCIS LA, for the main reason that there’s hardly any Navy/Marine Corps presence in that city. NCIS San Diego would have made more sense because we have the Navy and Marine Corps ALL OVER San Diego. From Imperial Beach to Camp Pendleton.
I think the LA team is more of a special ops team. They dont really do solving of murders of marine personal. Its more terrorism and smuggling and so on. Its actually funny, that it is called NCIS Los Angeles, considering its not even close to the same premise as the original one.
I think its because they are more terrorist based, so they deal more in terrorism that doesn't necessarily have to do with the NAVY specifically. They are special ops. The Washington team is more navy murders. So they are more police operated and everyone knows where their headquarters are. The LA team are basically spies in the organization.
Much like tasers and pepper spray and even getting punch in the face, everyone's body deals with pain and shock differently. Some people could get shot in the leg arm or shoulder where it is less likely to be lethal and fall and some people can get shot in the heart and lung region multiple times and still be standing even if they're not under the influence of a narcotic.
