I think it mostly comes down to this. People knew that waterfall dust was hard to win against, so people would play as him very frequently, giving people time to practice. Then nerfs came out, and now he's out done by snowdin.
this is what waterfall dust needs -an actually good counter -force instead of blink(force gets stronger with kills) -make the blasters spawn like emerald triple aim or smt because the blasters spawning on top of him are way to ez to dodge less stam ussage
His counter is already good enough, since +15 stamina and +1 kill effect for 8 second Force would be too op, like forcing someone into memory blasters or bone spears Blasters are eh..
less stamina usage is brainded make him even stronger since most of his attack already self defense make you standing still=no drawback for spamming moves

i won with waterfall dust (not waterfall felldust tho) against 2 determination users with fresh bat and gasterblaster hand and one patience user with scythe (or it was integrity with scythe?) so YES HE IS BALANCED, buff him = overpowered, so he's fine (btw those 3 charas had 30k wins all of 3 and i have only 3k man)
He doesn't need a nerf you need to learn how to use him dawg cause why are you running the god damn marathon literally stay still and camp with bone throw, memory blaster, bone spears and the counter, he is NOT weak and I'm tired of y'all slandering the strongest (for now) upg on dust

All of his moves aren’t so protective so he easily get rushed unlike snowdin and ruins
