Social conditioning is the easiest and probably also the correct'st answer. I mean, I for one (a typical western european) found - and finds - it difficult to allow myself to give in and enjoy the music being played by street artists I randomly come across while doing other things. It's not that I'm in a hurry, it's just being in that other flow and then stepping out of it to instead focu on the music. It's a habitual thing that needs to be build up anew every summer because wintertime isn't so conducive for random outdoor music listening experiences. A bit like walking barefeet in the summertime needs some skinresiliance to be build up over a period of time, only to be softene all up from use of boots and socks during winter. I guess.
