You probably didn’t realize it but yeah the collective power of people is something valued in Chinese culture. Our national anthem was written during WWII and there is a line in the lyrics saying “use our flesh and blood to build our new Great Wall”. A completely different scene from this but your depiction immediately brings me back to that period. It is just fantastic to realize how much change has been brought about in the past century.

@Xye Leyx The epidemic in China is basically over. If there are a few people who are flying into the mainland from overseas, they will potentially be locked in a hotel for two weeks. Then check again. I know that there are no deaths in many provinces. Since February, it has been closed for two months. There are basically no people on the road, and Chinese people wear masks when they go out to buy food. My dad even wears a raincoat and wears swimming goggles to protect himself.
And the border is closed. So domestic travel is the only choice thats why its more crowded than before

In Vietnam, they did a similar thing: pedestrians and car/motorcycle drivers are so unruly not obeying traffic lights, TRAFFIC OFFICERS (and volunteers) literally formed walls to direct traffic. Years later, people became very disciplined...
This is total different situation, the human wall is not a regular practice, The scene shown here is the busiest waliking street of tourism in Shanghai, millions of people are expected to be walking in this street everyday during this golden week, and the usual traffic control by traffic lights is not enough as there is a lot of security concern. As such the Shanghai traffic officers come out with this more practical method to control the traffic. Please do not underestimate the wisdom of Chinese people, they are far more wise and practical than you can imagine.
Usually this is not the case, because of the National Day holiday, it is estimated that 600 million people in China will travel.

They had to come up with this after learning it the hard way, over and over in the past decades (during which tourism gradually became a thing in China) - the most recent stampede happened on new year eve of 2015, with 36 lives lost in Shanghai. After that they vowed to never let it happen again.

keep in mind that most of the crowd you are seeing are tourists from other city or even (to be clear, very uncommon but can happen) small village where no crosswalk and traffic light exist. Most are not used this kind of huge traffic, guidance are necessary for safety and prevent accident.

Breakfast is the most important meal of the day no but China is not a developed country so a lot of the rural peasants may not even know how to use the traffic lights and cross the road in an orderly fashion. Most of China is very rural, u have to understand

When you have a lot of people, not everyone follows the rules. This can cause accidents and traffic jams. I agree that the manpower used here was unnecessary, but it just shows off their discipline.
P.S. This probably only happens for certain events such as China's current Golden week where there are thousands of people out for the holidays.
not when 1000 people cross at once... the crosswalk simply is not designed to handle such huge crowd... it's different in tokyo where this happen everyday and all facilities are designed for such capacity...

Some clarifications:
In the very beginning you can see at the top left corner that more policemen are "slicing" the huge crowd so it can cross the avenue in a certain amount, probably to respect the traffic lights interval.
So, to respond some comments, the policemen are there specifically for directing the crowds and preventing them from scrambling directions, not to exactly protect them from the automobiles. In that issue, truly efficient and throughly thought.
They aren’t doing this all year around. It’s only for the holidays when everyone comes our to travel. Plus this place has a history of stampede, 300,000 people had gathered for the new year celebration in 2014. 36 people were killed and another were 49 injured, 13 seriously.

I think they are standing on the wrong side. They should be standing where cars, trucks, buses are. Not in a gap between two packed crowds crossing the road.
But that’s not the point. The point is not to separate the buses and cars to the crowd but it is actually to separate the crowd from the other crowd because there are too many people.

This holiday lasts only 7 seven days and it’s usually in the first couple of days that tourists swarm. The scene ur seeing here right now also doesn’t happen every year. Building gates for this isn’t worth it bc to build one in public requires the corresponding department to resort to the local government for allowance and permission which also takes time on top of which consumed in building and detaching one. Not to mention the unnecessary damage to the ground
