India is not a complete federal state, it is quasi federal state. India was created with strong centre, that is required for our security and sovernity and integrity, so most of the problems mentioned here are actually strengths of India most of the times. Because of multi party democracy rule, politics are becoming worst even going to extent to stop the growth of the state or country when their party is not in the power even some times they are going to extent to support anti national people, so for growth of the country and growth of the state and safety of the country and for good governance these quasi federal works as a strength. Yes irresponsible usage of presidential rule, using governor to irritate opposition parties rule in states e.t.c., are hindrance. Actual problem is the multy party rule, coalation governments are actually causing much damage
