What Kabil said is right. Delhi became dysfunctional government. Last month I was in Delhi first time in my life for my daughter admission. I really shocked to see capital of India looks dirtiest city in our country. No Traffic rules followed , no law, takes its own course here. Cows are everywhere disturbing traffic. Pretty much everything. Behavior, driving sense, pollution, superiority complex . PG owners are money minded people. Most of the PG accommodations are filthy and not following hygienic rules. I was cheated by Punjabi PG owner. I paid 28,000 rs one month advance and security deposit for my daughter pg accommodation. I informed her please clean the place and make it pleasant to stay before arriving. Place was still dirty, unorganized, garbage on the stairs case. It was not a healthy place to stay for my daughter. So I told her please refund my money. But she refused to refund my money first. After two days she refunded 16,000 rs. She has taken 8,000rs my hard earn money from my pocket . I feel completely lost in Delhi.

Excellent debate on the role of Governors of States. Taking into account the way Governors of many states are using their power to discredit constitutional Federalism, its time an open debate/Seminar be conducted to deliberate whether the post of appointed Governor is necessary to run a elected Govt. by the people.
It will be wise to replace Article 357 of the constitution to a constitutional council by a body of the Supreme Court of India, in every state a committee of at least three members consisting of Retd. High Court Judge and senior Retd. Bureaucrat of that state, for a better Centre-State relationship under the law of Federalism.

Governors hold constitutional posts akin to the President in a state. They must rise above their erstwhile political affiliation. But these days, they are more or less 'party-san' persons( pun intended) and obedient servants of the party at the centre. They kowtow before the PM. Sad state of things. Politics has infiltrated every nook and corner of governance and institutions.

This happens when governors are selected by union and not elected with a constitutionality and yet he functions as if he is above the that. Why make the appointment or selection of governors be vested with the union...? Why cant the states have a right to choose their own governor...? The states or people of the state should have a say or referendum in the selection of the governor. There should be people's movement where the appointment of selection should be made only after a state referendum from a pool of candidates being nominated. States should enact laws or amendments for the appointment of governors in their states. The governor residences are in states, the finances for governors' functioning are primarily from the state treasury. Then why should the Union government should appoint a governor on their own whims and fancies.

Experience suggests the post of Governor to build bridge between State & centre isn't an ideal arrangement.Several instances of biases by a number of governors in different States make a strong case for considering other alternatives. If the present system is to continue judiciary ought to play expeditiously on matters of interference or causing bottlenecks.Needbased arrangements can be considered on a case by case basis as well.

@@yedukondalubyrisetty8027 because president is at least indirectly elected by people unlike governors . There will be presidential candidates and votes were casted on them from Lok Sabha, raja Sabha and state assembly members . Governors are direct appointments of union ruling party. The need of president is when government collapses someone has to run a country for small duration until new government forms and by ethically even president should not intervene in the business of elected union government. They can suggest or give opinion nothing more than that. Even state government collapses president can take charge for a while instead governors. Governors of non union ruling party states are being more political and running parallel government, spreading propaganda and sitting on the bill where unanimous will of assembly.

But interestingly under BJP rule both governors and the president of India have become subservient to a Monarch called the PM of India who rules with his Sengol. We are back to the days of monarchy when governors and governor-generals ( Presidents)will stay in power as long as they enjoy the pleasure of her majesty the queen of Imperial British India (King - Narendra Modi).
