1. One would have expected PTR to talk like Uma and Uma talk more sensibly; but it is actually reverse!!! Anyway, it is a pleasure to watch PTR talk logically and analytically. Perhaps, this is the result of being shunted off from Finance Ministry!!! Such healthy and constructive deposition is welcome anytime. 2. The question like efficiency he raised has answers elsewhere - in politics, governance and leadership in poor states!!! Finance Commission can do only up to a point. 3. PTR has raised all the issues which are well understood but solutions for them are highly complex and will involve trade offs. And one must be ready for such trade offs.
I am from Tamil Nadu, though I am not a big fan of DMK due to their extreme corruption and lack of proper governance (water and natural resources mismanagement, hypocritical attitude ), I appreciate the perspective of PTR here it makes total rational sense.

Please next time ask him why the state government exams are always inconsistent with so many delays unlike the upsc. Similarly elections conducted by centre to the parliament and states takes place effectively on time. But the panchayat and urban local bodies are never conducted on time. Similarly the state government hardly empowers the panchayats and urban local bodies financially or functionally. Please ask him these questions with Tamil Nadu as an example for all the above points.

% of population controlled in 50 years must be measured by state wise. Then based on that multiplication of MP representatives should be fixed for next 50 years. For example if UP has 1 MP seat for 16 lakh voters, states which controlled 50% of population should have 1.5 MP seat for 16 lakh voters.
Growth means dept free development whether its state or whole nation. A single state Tamilnadu's dept is approx. ₹ 8.5 lacs crores but in 1985 was approx. ₹ 25000 crores only. One state's dept is this much then imagine the dept of the nation has 28 states and 8 union territories. Poor becomes poor and richer becomes richer. Speaking good English will never bring growth but need real actions.😢

Urbanised states need more money to build more infrastructure. Otherwise city life will become a hell
% of population controlled in 50 years must be measured by state wise. Then based on that multiplication of MP representatives should be fixed for next 50 years. For example if UP has 1 MP seat for 16 lakh voters, states which controlled 50% of population should have 1.5 MP seat for 16 lakh voters.

A single state Tamilnadu's dept is approx. ₹ 8.5 lacs crores but in 1985 was approx. ₹ 25000 crores only.
One state's dept is this much then imagine the dept of the nation has 28 states and 8 union territories.

In some countries like Brazil, the % of own revenue in any local body (municipality, panchayath etc.,) is around 40%.. Whereas in India it is 1%... Rest of the amount given by Union and state governments.
Further in China, for industries, it is the state government giving loans and not the banks...
