Fun Fact:In Takeda's arcade ending,we can see Mavado's original weapon,which is same weapon what Kabal used in the MK series

Technically in the old timeline it was actually Kabal's own weapon. Mavado took those blades from him and beat him to death with them

based on Takeda's arcade ending,theres high chance we are getting Daegon as a character in Kombat Pack 2 (Mavado is already appeared,as a kameo)

We can see if the characters arent coming back based on its design in MK1,look at Cassie Cage and Jacqui Briggs design,its same as in MK11.If the design of the past characters is the same as their design in the past games,they basically wont make a comeback.This thing is common in NRS games... :/
