It pretty much is, to an extent. It's one of the numerous MK timelines showcased in the MK11 montage during the fight between Liu Kang and Raiden.

I'm pretty sure harly is coming in the next kombat pack so I wanna know how peace Maker would speak to her.
I think the biggest blessing peacemaker has on this game is the fact that he is so much of a step backwards from what the roster is used to that they actually sort of delve into a “wait hold on, I thought this would be a brutal fight, what the hell is this” type of attitude. I mean even Smoke, one of my favorite characters in the series, straight up drops banter just to double take on the fact his pet eagle is called Eagley.
