Thats likely because they didnt originally intend for ssbe vegeta to bo in that dlc. It was meant to be god vegeta but people kept saying they wanted blue evolved so they sort of threw him in last minute.
It astonishes me that it let's people like that last person even get online in the first place. Like this dude in the middle of the desert but Bandai doesn't know the difference between actual working internet and a potato so it just let's him in. Other than that, I like this Vegeta. He isn't just a copy/paste of the other Vegetas.
