So I am kinda new to WoW and threw the crown item away in the beginning cause I wasn't sure what to do with it. AND YES YOU CAN FARM THIS AGAIN IF YOU DESTROYED YOUR CROWN BEFORE, like I did :D
Im not sure, im fairly certain they spawn anywhere in the area circled. Maybe other druids are doing it at the same time, could try asking in /lookingforgroup for a layer invite or ask in general if any druids are doing it. Just need one to activate it but anyone in the party can loot the rune.
