I had the same issue with my 930. Would shoot single action double action it would only fire every other cylinder. Changed the plastic/nylon main spring design for a newer metal version problem fixed.
Sounds like other commentators know that your problem is a deteriorated plastic part in the hammer spring. That why I watch videos like these. They give you a direction to look at for the issue.👍👍🙏🏽✌🏻🇺🇸😎
You are right about buying old guns. Bought a 950 at an auction real cheap. Found out later it was missing many parts. Learned a lot getting it back to working order. But then it wasn’t so cheap any more.

For some reason unknown to man H&R put some plastic into an all metal gun. Numrich makes the replacement. Just pull off a grip and look up under the hammer. If it’s a white yellow color it’s plastic. About $10 or so. Good luck!!
Noticed that you had 100% fire on single action, your failures came on double. Double action gives a shorter, generally lighter hammer strike. I'd wager that ammo is just fine without fail in single action. Give the action a good douche to clean out any gunky ol grease and see if that dont slick er up. Take er easy!
HKS still has nine shot speed loaders for these which fit my Taurus M94 3 inch stainless. these H&Rs were nice revolvers . but some of the internals wore out though but can be replaced. I always wanted some of these. including the 999 Sportsman top break. and they had some nice 32s as well.
I have a 22 H+R and a 32 Magnum. Well made and like he he said shoot as well as much more expensive guns. Sad that they and later NewEngland are no longer in business
Dollars to donuts the mainspring is held in place by a plastic thingamagig that break after 50 years or so and causes missfires. Jack First sells steel ones. Take care and God bless.
I took advantage of Dunham’s Black Friday sale too!!!! Smoking deal on the armscore and since I was there I decided to pick up a few sleeves of stingers as well.
A lot of old H&Rs have a fiber mainspring seat that deteriorates causing misfires. It is worth checking as metal replacements are available.
It's aluminum. But I am going to make a Shimm and see if that works.

mainspring needs replaced or at least the plastic tip that has deteriorated, that's a common thing with old H,R guns

Iv had a shitton of misfires with that arm core ammunition out of my little rough rider 22 that ammunition sucks in 22
