I think I managed to almost do everything you mentioned in this and I thought it was an amazing selection - including the boat ride! Really recommend following Jonas' tips!

There will be celebrations all over town, and the place in front of the Palace is the epicenter of the whole thing! The Royal Family will be there from 10:00 to 13:00, for the children's parade. Dry and cold, but above the freezing point, no snow. About 10 degrees C at daytime is normal, but it may feel like warmer in the sun. Occasional autumn storms may occur. There might be some nice autumn colors on the trees as well.
Not sure that I know, since I haven't been staying at any of them lately. I guess you get what you pay for. I know that many budget travelers stay at the Anker Hotel and Hostel (they are in the same building), which is in between downtown and Grünerløkka. A newer budget hotel is Smarthotel, which is closer to the Royal Palace. If money isn't an issue you can stay with the celebs at The Thief hotel, which is currently the most exclusive hotel in town, down at Aker Brygge.
