Chaos, Egg Dragoon, Shadow, and Silver (ps3/Xbox360/Pc versions, not the pushover unfair 3ds version) are exceptions because Sonic has never had to fight Chaos without super, Egg Dragoon cause that's the first time he fought it in his normal form and its a new version then the last one, and Shadow and Sliver because they supposed to be rivals, and Rivals need to get stronger and stronger each time you fight to rival your skills
There is also Biolizard & Egg Emperor for the 3DS versions Sonic never fought Biolizard normally (only in Super form AND with Shadow's help) And he never fought Egg Emperor alone (only with Knuckles & Tails)

Sonic 4 Episode 2 admittingly was much better with homing attack chains, there's much less of them and in Sky Fortress they actually try to put the enemies in weird layouts. Other than that whenever the homing attack is a required feature, the levels become really automatic. Radical Highway in this game suffers pretty badly from it!
Finn It's the first boss of the game, it's supposed to be a piece of piss. I know the original is harder, but kind of the whole point of this game was getting newer fans to check out the original (sometimes but not always better) versions. You know as well as I do that if they'd made Boss 1 in this game bloody difficult people would have said "why is it so hard, it was only the first boss"
Big arms was such a scary boss when I was a kid. The sky went dark, you saw this thing just quickly fly across the screen, and then suddenly with spooky music it swoops you. I dunno how they did it but they took one of the best sonic boss fights ever and made it look easy and stupid
Nah, this boss is too easy, more places to hit, and the homing attack helps with it. Originally, you had very limited places to hit (2?) and you usually had no rings. But if you did then you better hope you have all chaos emeralds and 50+ rings. Even then, getting grabbed by the arms can knock you out of your super form.
For everyone who is complaining about how easy this boss is: This boss is one of the first boss battle (I don't count metal sonic because is a race and not a battle) you meet in the game. If was even the 3rd or the 5th, maybe they could have made it harder. You ever want this boss be harder that the Time Eater, who is the final boss?

alonzo wright I know I'm late to the party, but playing this boss the first time in the actual game doesn't have the homing attack. You unlock it as you go on, and then can use it in the first levels
Here is a tip: At the beginning of the boss battle, you can attack Big Arm twice. Once when he's hovering above you, and twice when he leans to the left to try and hurt you. Though the second part is pretty hard to do, it's possible. I got 34.98 seconds on this one.
some hints: firstly, Big arm isn't exactly unreachable. it's hard to take, but try hitting it 2 times in air and two times while it smash. you already took the split-second fifth hit, so i salute you! to end, trust the arm and do a homing attack on the front. i will soon publish my result.
did you know? i have read somewhere robotnik knew both big arms and the console boss battle where not ready for combat(if they where sonic would be hurting) he was simply buying time.
When he does the attack where he basically tries punch you 3 times just let him hit you and he'll go on the the part where he tries to grab you. also if your fast enough stand in the middle when you let him hit you and spindash towards him, and jump to get an extra hit in. don't jump right away (wait like little less than a second) or you'll get hit instead. I was able to do this fight in 25.11 seconds with that cause he would only have 2 hits left (if you get in the extra hit before the spikes come out of his arms.) sorry this comment is kinda long :3

Because proper jumping aim is a LOT easier in 2 dimensions than it is in 3. So they added the homing attack to make it a bit easier.
