it depends where you came from and most importantly where your driving license was issued. If it was issued in the UK or in some states in the US with driving license agreements then you can simply exchange it no need to pass the test again.
Yes you can but only temporarily. If you are a French resident, if you're moving to France or if the vehicle is parked in France more than 30 days in a row then it should be imported under French plates and it's a legal obligation ;-)

I have non EU license plate car. May i drive it in France?
