    Uranus is very easy with the weakest optical kit,I can get it in Zeiss Mini Quick 5x10 monocular no problem, but naked eye is a different kettle of fish.You'd need very dark and clear skies and identify it and nearby stars using binoculars and as soon as you know which one of the faint stars it is then try naked eye.I think if the Moon is full or not full but around half full and near Uranus you wouldn't be able to do it.
