I am so thankful you tackled this one for me as I would never have guessed my brand new IPR Valve was the issue. The old one was definitely in bad shape, but the $45-$60 eBay one obviously did not cut it. This part will be between $300-$500+ depending on where you get it and how quickly you need it. I have a question for you. I have a ‘99 dt466e. 210 hp with an Allison 4 speed auto. 5 yard dump truck. When empty it runs great. As soon as there is weight in it, it’s very slow. When towing a skid steer it will only do 5 mph up hill. Or sometimes not even go up hill. No check engine lights. Easily revs to 2100 rpm’s and shifts fine empty. Slowly revs to 2100 rpm’s with weight. Fuel primer pump button is very easy to push.

Ok the fuel primer pump should be hard as a rock also does your turbo actuate can you hear it when you step on the pedal
I’m pretty sure I hear compressed air when on the throttle
