I remembered that method from mission from GTA 2.
Basically, make illegal money clean by letting it go through a legal source that contains clean money to mix the dirty money with (such as big businesses like restaurants to even smaller things like lemonade stands).

(When I think of paper I think of it being made from wood. It's kinda like the almond milk or soy milk, I believe the original definition of milk is from getting it from mammals but now a liquid extracted from basically anything can be defined as milk).

Money laundering in a nutshell:
1. Own a legal business (front). If you suddenly made a million dollars people will start to wonder where that money came from.
2. Make money illegally (dirty money) while running your legal business.
3. Put dirty money in the bank in a way that's doesn't raise suspicion. For example, putting small amounts of dirty money into multiple bank accounts.
4. Make a series of financial transactions so that the source of the dirty money (you and your illegal side business) is obscured.
5. Your dirty money is now cleaned. You can spend the money, just make sure you don't spend it in a way that would make the bank, government, etc. suspicious.

@@InternetAddict069 The relevant part is to get the dirty money clean, meaning that it can be traced legally. In Biboo's example, if we presume a bank robbery where the bills are monitored by their number, you give the dirty money as change(or similarly), and thus get rid of them in exchange for real money received through the legal operation. You'll lose a bunch of the illegal money in the process, but you turn it into legal money which can then be used in any way you want without it being a problem. Illegal money can't be put in a bank in the first place, so it's useless in many ways and thus HAS to be cleaned in one manner or another for it to be used in a "no one cares" manner.

It's a way of taking illegally gained money (whether through theft, drug sales, mafia style "protection", etc.) And making it appear to have actually come from a legal source.
For example, if you were a mafia and you got a bunch of money by running illegal betting, it would become suspicious that you suddenly have all that extra money, and the police might start to investigate you. However, if you also owned a restaurant, then the "dirty" money from your illegal activities could be hidden with and by the "clean" money you make at your restaurant.

It's actually a way to pay taxes on the illegal money so it looks legit and the government doesn't ask to many questions. But it is suspicious when a ridiculous amount of car washes pop up without a big enough population to support them and they never close.

Basically say you sell drugs. You get lot of money, more than regular people. You cannot explain where it came from. Start of business something that accept reasonable amount of cash. Inject the "dirty" money to that business by buying services and like. Pay taxes and so on, now anything you get out as wages or dividends is "clean"...
