The STDM introduced Western-style games and modernized ferries between Macau and Hong Kong, bringing millions from Hong Kong. 10:12 Order 66 still works, you probably did it wrong. You have to declare on either an ally to the nation you wnat to order 66 or on a country they guarantee. If you do it on their puppet or directly on them it doesn't work.
