Those ghats near Yamuna have suspicious activities going on , looting thieves, drugs etc going on. Police is there for security. They are not a very public place. Thieves roam around opendly. Please don't go there......
It is not safe to do that those police officers knew it immediately you can be robbed if someone bad sees you.
You guys were lucky. Photographing bridges is not generally allowed for security reasons. The police needed to know who you were and what you were doing. Your activity was very unusual. Once they realized you were just clueless tourists they let you go.

The boat ride shdnt have been more than 100-200 rupees. But one thing I realized everytime I visit poorer countries is that its ok to give service providers a little extra. 10 $ wont change my life, but it will feed his family for a week.
Bro being an Indian I will be happy to pay 1000 rupees for over half an hour boat ride like this and sometimes foreigners ask for prices which are uncomfortable for us to even ask for. India is less expensive compared to US but it's not like everything is completely free man

Actually as you can see there was a railway bridge that's why security was so tight, these could be Railway Police guards, they usually patrol railway lines and areas near them.
I guess it was the Republic Day in India or a day or two before that. Yeah, very tight security during that period including closing of some roads!

I have had experiences with police in 5-6 state police and delhi police has been the bestl. 3 times i have called police in delhi and they have always come in under 15 mins. Their haryanvi accent can sound rude to people who are not used to it.
