My advice: get a lawyer. Definitely fraud and a class action suit for repayment of wrongful assessments would be appropriate. Solar Lantern Story: OP needs to put in Cameras to watch all portions of his yard ESPECIALLY the corner by the driveway... Personally, I wouldn't have put in a few rocks a lantern and a Gnome at the corner, I'd have dug a 12 inch diameter hole, 6 feet, 6 inches deep, filled the bottom with 6 inches of gravel, put in a 12 foot long, 6 inch OD (5.5 inch ID) steel pipe on the gravel centered in the hole, then filled the entire hole and pipe with quick-set concrete...then, once the concrete has set, I'd paint the pole a nice, bright shade of Fluorescent-burn-out-your-eyes-glow-in-the-dark Orange (so he can't miss it in the dark) right at the corner of my lot at the driveway... Try backing over THAT Mr. Grumpy... He'll absolutely HATE it but not even a Complaint to the City and/or Code Enforcement would help him since I'd make DAMN sure I had all the proper Permits to install it and the City can't dictate what colour I paint it especially since it's right on the divide between my driveway and his so it MUST be painted/marked for High-Visibility to avoid accidents...and since it can be seen from the ISS, it DEFINITELY qualified as High-Vis... 😄😁😆😅😂🤣
The second story is insane, OP needs to make it clear to the doctors that she's the legal representative chosen by the father, the sister can threaten and harass but LEGALLY HAS NO STANDING!! So now OP can take the medical team to court and sue them for not listening to the legal representative.

I once had the problem of ruts caused by a neighbor too! I wanted to rototill the area and the soak it so they got stuck and stopped. My other choice was a fish pond! Yes, they were over by that much!

POA story- call the medical board on those doctors and report them. You are the medical POA(heck, you're the everything POA) and they are going against the POA's, and the actual patient's wishes. They can lose their licenses for that; you may also be able to get sister charged for abuse, as she has no power to make decisions for dad. 😶

In response the the HOA "ppol fees:" My father-in-law just happened to look at his local tax bill from his city which is next to the Ohio River. He saw that one line item was a fee for flood wall maintenance. He then realized that he lived in a section of the city which was OUTSIDE the flood walls! He went to City Hall with questions and seeking reimbursement for as many years in back tax as he possibly could. They remitted him for five years, and corrected the tax bills of everyone who lived outside the protected area within the walls!
If dad has issued a DNR or one that says not to administer live saving medication, older sister and doctor would be in trouble if they violate his wishes. If the HOA has been billing people for something that doesn't exist, and refuses to talk about it during the meetings, then it's time to take them to court and let them explain to the judge why they bill for a nonexistant structure. Now, if they are building a fund to build it, then why not just state that. But to blow off someone's question about it, shows something fishy is going on.

Actually in most states a hand written health directive, unless notarized has no legal baring and the sis can fight any decision.
