I have a friend who is VERY allergic to bell peppers. If they eat something that has just been in contact with them then ten minutes later their mouth would look like they just gargled with boiling water. I'd have told the woman, "Sorry, everything that we have has been in contact with vegetables. I'm afraid we have nothing for you that's allergen safe."
Taking pictures: bit creepy but in public domain.... But using them to try to imply something is harassment. The fact that the HOA acted on them was also harassment and they should have been asking why so many and what business of his was it to be doing that.
Would have called when you saw him taking the picture, and gotten him arrested for stalking, as he had been warned already. May be public view, but his taking pictures inappropriately was well into stalking territory, and he should have been given a restraining order, and if caught a third time he would have been put away for sure.
In situations like this, the normal legal statement is that the public has a right to a certain amount of privacy. The only reason the paparazzi harassing famous people can get away with it that fame removes most public privacy rights.
Another thought, is there a chance that "Stalker Steve" could have found a way to take some pictures through an open window? I wonder because of the number of photos he took. Could that have been possible?
It's stalking and what the HOA did was harrassment, possibly extending to being an accessory after the fact to the stalking. The police saying there was "nothing they could do" was a lie (or they were incompetent, which seems to be very common for American police). Unless I'm very much mistaken, stalking is a crime, not a civil offence, although I'd be willing to be corrected if someone else knows better. (Edit for clearer language)
The write-up in story 1 shows that OP1 was right to have put in notice already. And Steve would have probably done some horrible things to last OP or her friends if he got to sneak up on any of them.
HOA Story: The HOA reg about how many unrelated people can live in the house is Illegal...the HOA does NOT have the Legal Right to dictate what happens inside the Home nor can they dictate who lives there [with the sole exception of a PROPERLY set up Senior (55+) Community]... OP and their Housemates should have called a Lawyer to Sue the Unholy Howling HELL out of "Steve" for Stalking, Trespassing and Voyeurism...then call the Police to make the same Complaint (each issue is both a Criminal AND Civil matter)...
Somebody should go put up a sign at Walmart that says "our employees are not your slaves or servants and we will not tolerate any customers insulting harassing, abusing or mistreating them". And then when management takes it down have a reporter go up there and ask them why they took it down, and if by taking it down they are saying that their employees are the customers servants and slaves and that they will tolerate customers harassing abusing and mistreating their employees? If that's not the case why not leave the sign up and go ahead and make that a store policy.

I hated the customers who talked on the phone when you are trying to help them, also didn't like the coupon ladies who tried to use ones not even for our store. Really retail works and food services workers don't make enough to put up with some of the BS they go through.
Shops need to start charging extra for delays caused by customers just standing around yapping on their phones or otherwise not paying attention to the transaction for no good reason. (Would be a good idea, if only it could actually be enforced, which it probably couldn't be). 🤔😛

The first story. When I worked retail, when the customer is on the phone walking up to the register I would motion for them to step aside and call the next person in line forward. If they are on the for I refuse to take care of them until they end their call, and that is what I tell them.
Worked at Target another century ago, I would have voided the sale, put the items to the side and started on the next customer. I saw a cashier at the grocert store do the same thing, customer couldnt get off the phone, cashier gave total twice was ignored, supervisor voided the sale, ignored her too, NEXT😅😊
sadly what steve did was in fact legal. Originally was going to theorize he got kicked out because maybe new neighbors included minors. but even if so its perfectly legal even if he posted them on a forum. as long as not adult natured. maybe he vamped it up a bit. maybe hoa said they wouldnt take him seriously based on photos he took of the outside as it proved nothing. so he started taking pictures from their windows.
However his continued taking after being told no constitutes harassment, so that second taking of a picture should have resulted in a police call citing him carrying on with this, despite being told to stop. Yes you can take pictures all you want in public, but if the people have told you via the police to stop, and they are not doing anything illegal, taking another set is considered to be a crime.

I used to live in a complex that was basically near a college. The college was on another road, which was up on a hill, but taking the road it was a couple of miles away to get there. It was an apartment complex, before it was turned into condos. A lot of the owners rented them out to the college students. They weren’t expensive units, around $80,000 at the time, considering some of the prices I’ve heard for other condos. The ones that were owner occupied were basically starter homes.
The no veggie story the server was some what in the wrong. Theres an acid in onions peppers and a few other vegtibles. Some ppl cant eat it cause of an intolerance. Simlular to lactos and glutean. I ask for no veg all the time and to be told im lying is insulting and to have a server mess with me and my food because i cant eat something is rediculous. No the intolerance is not as sever as lets say a peanut allergy. But to scoop out same amount of meat as you would with veggies doesnt change the cost of said meat. Ive had these issues alot. And tbh I just rarely eat out. But Ive never thrown a fit about. But i have thrown out alot of food because my request for no onion no pepper was ignored.
I don’t feel like it should be forced on people either, or why the franchise owner feels that he or she can police the customers, and not just have some chicken, steak, etc., without vegetables premixed. It isn’t just to do with allergies, but some people don’t like peppers and onions, or for that matter, other foods as well. The same way with the HOA story.
