That was Axl's dance move. I remember watching this on pay per view, it was in the middle of the set. I did see the rolling stones live in Nashville in Oct '21 - and then at 78, Mick was running up and down the stage for the whole 2 hours. Freaking amazing show. Even at 80. Go see them, if you can.
To be honest, every rock front man since the mid 60s has done some sort of Jagger impersonation, at least partially. He pretty much invented it. It's worth bearing in mind that even though they're now in the "classic" bracket, by the time G n R had their first hit the Stones had already been doing their thing for 25 years. It's quite astounding really.
