They put up a temporary dam higher than the roller dam, fill it with water, and then release it to clear the lake of decaying wood, possibly from a slide or debris flow. Apparently they are a cheap wooden dam placed at the top of round over dams like these to raise the water level. Then the crew dismantles them? I think that is what the cable was attached too. They broke one part and the rest broke due to water pressure.
They are designed to break away once the support wire is removed. They are just wood and not recovered, in this type of removal. But they are some designed to pivot at 90 degrees and not come lose. The pipe the boards pivots on is designed to shear off if the water level get too high.
The boards increase the head during summer low flow to increase power generation. High flow you want the spillway capacity and you will have high head anyway. They replaced the wood kicker boards with permanent ones supported by air bladders a few yrs ago.
