Cleaning the mating surface of the wheel is always a good idea since the corrosion on these places can cause: vibrations during driving and braking, a stuck wheel, and in the worst case the wheel can come a bit loose too.
Cleaning these surfaces is important mainly if you are using the car on winter salty roads, since in this case the corrosion can spread pretty fast.

I always go this, and rub a little bit of grease on there too. I usually do it so that the wheel doesn't get stuck the next time, but I'll admit I never considered the other 2 reasons before, but they do make a lot of sense.
But bloody hell, you'd want to be mad to pay €160 for a little rotary bit like that! 2 minutes with a little wire brush or sandpaper would be just fine.

If you've got an angle grinder you can buy a "abrasive polishing wheel" which is basically the same thing as tool you bought,but much cheaper.
There are various metal brushes that can be inserted into a drill or electric screwdriver. Not as tailored for the job, but probably 95% cheaper.
Any tool from Hazet is going to be pricey, in my experience.

But if you have studs and remove the rotor, you still have the studs on the hub. 😂 but the other tool you showed works on these.

How about a thin layer of grease between the two surfaces ? Would this be recommended to keep am clean and avoid the rust?
I would not use any grease there, but a "special" wax
I'm personally using a thin layer of VW branded wheel wax spray which is made specifically for this purpose - spray part number: D322100M2
